Assembly of Delegates
The Assembly of Delegates of Digital Public Services Switzerland ensures the specialist involvement of interested public authorities and partners, and takes their needs into consideration.
Composition
For every 400,000 residents, or fraction thereof, the cantons and communes each receive one seat in the Assembly of Delegates. In addition, the Swiss Union of Cities (SVC) and the Association of Swiss Communes (ASC) each appoint a delegate. The Confederation is entitled to a maximum of half the total of the cantons' and communes' delegate seats.
This distribution of seats gives representation to all three levels of government. At the same time, it is ensured that a functioning, representative assembly with decision-making capacity is established. The Political Management Committee sets the specialist requirements for delegates.
The DPSS organisation has a total of 81 delegates (September 2024).
Guests who are active in their role as decision-makers with a focus on the digital transformation of public administration can be invited to the meetings.
Tasks
The Assembly of Delegates ensures the involvement of the public authorities and partners. The individual tasks are set out in Article 5.4.1 of the public-law framework agreement.
Assembly
The Assembly of Delegates is chaired by the Digital Public Services Officer for the Confederation and Cantons. It meets as required by its business, but at least once a year. It also meets if requested to do so by at least one fifth of the delegates. The Assembly of Delegates aims for consensus-based decision-making. In the case of a vote, a simple majority of the delegates present is required for a decision to be carried. One third of the delegates can present a minority proposal, to be submitted to the political management body for decision together with the majority proposal.
