Service mandate
Digital Public Services Switzerland (DPSS) coordinates and promotes the digital transformation of public services between and within the three levels of government. Its work creates added value for the general public, businesses and the authorities.
Tasks
The DPSS mandate and tasks are set out in the «public-law framework agreement on Digital Public Services Switzerland» of the Confederation and cantons. Digital Public Services Switzerland performs its tasks in a four-year strategy cycle with a rolling implementation plan.
Tasks under the framework agreement

Establish a joint roadmap, the strategic direction and the common priorities and areas for action;

Identify the required basic services, monitor the setting up of these services and especially an eID, promote the proliferation of electronic services with high potential for scalability and promote innovative solutions;

Promote the standardisation and harmonisation of technical and specialist processes in collaboration with the eCH Association, promote interoperability and joint use of technical solutions by multiple administrative units;

Promote common legal and political principles and framework conditions for digital public services;

Support the interested public authorities in the area of digitalisation and information and communications technology (ICT) by providing advice, coordination and recommendations, as well as by representing their interests to ICT providers, especially as regards common framework agreements and undertakings on terms and conditions for the interested public authorities;

Strengthen networking, cooperation and knowledge exchange both within public authorities at all three levels of government and with industry, academia and society;

Set up a point of contact on digital public services for the general public, academia, industry and society, and for monitoring the status of digital public services in terms of quality, quantity and usage levels;

Encourage a cultural shift towards digital public services on the part of decision-makers, public officials and society;

Collaborate with the data protection authorities on the definition and validation of digitalisation standards.
Digitalisation projects
Digital Public Services Switzerland promotes and coordinates various digitalisation projects. It does not provide any ICT services itself. In this regard, it works closely with the competent authorities and other service providers.
