An eGovernment architecture for strategic planning 

Just like with building architecture, the eGovernment building blocks and steps need to be aligned. This is the only way to create a coherent eGovernment offering across all federal levels. To put it briefly, the foundation must be in place (e.g. basic services, infrastructures) before the roof or the kitchen can be built. Standards, interfaces and timelines are crucial. 

Architecture for implementation and strategy 

The implementation plan contains various implementation objectives and measures. These are related to each other, as well as to existing and yet to be created systems and organisations. The envisaged overall architecture steers the implementation plan measures in order to identify dependencies and interfaces at an early stage. These dependencies must be identified, and an architectural view of the implementation plan projects must be established. 

Based on the 2020-2023 implementation plan, a target architecture is being developed for the current strategy period. At the same time, consideration is being given to a 2050 vision that shows how the eGovernment Switzerland system should evolve in the long term. The next step in the expansion of the eGovernment Switzerland landscape will be defined based on the 2023 plan and supported by the 2050 long-term vision. This should be included as input for a future strategy. 

Architecture board 

The architecture to be created is steered by the eGovernment Switzerland architecture board, which evaluates and prioritises the work packages planned as part of the step-by-step procedure. The eGovernment Switzerland architecture board is comprised of representatives from the business world, academia, civil society and the public sector.

The architecture is adapted cyclically and managed according to the requirements of The Open Group Architecture Framework (TOGAF). The implementation plan contains various implementation objectives and measures. These are related to both existing and yet to be created systems and organisations. The aim is to ensure that the implementation plan measures are steered in accordance with the overall architecture in order to identify dependencies and interfaces at an early stage.»
