Implementing the eID
Swiss residents should be able to identify themselves securely online. This requires a state-recognised electronic proof of identification (eID). After the eID Act was rejected in the March 2021 referendum, the Federal Council instructed the Federal Department of Justice and Police to design a new draft solution. The consultation period for the eID Act runs from 29 June to 20 October 2022.
The need for secure digital identification is undisputed
The eID is a key element on which further digital services can be built. It allows seamless processes in public services and companies, thereby substantially reducing resource requirements for all concerned. The state acts as the eID issuer and sees to the operation of the necessary trust infrastructure.
Referendum on the eID Act
On 27 September 2019, the Federal Act on Electronic Identification Services (eID Act) was adopted by Parliament with a clear majority. A referendum was successfully called against the Act. The eID Act was overwhelmingly rejected in the referendum of 7 March 2021.
The Federal Council wants to move forwards
The need for and urgency of a state eID are largely undisputed. The Federal Council therefore has swiftly presented a new solution. This should take into account the motions submitted by all parties and approved by the National Council in favour of a «trusted state eID», as well as the results of the open consultation on the "target eID model" in autumn 2021.
With its decision at the end of 2021 on the direction to be taken, the Federal Council ordered a new statutory basis to be drawn up. The consultation procedure was launched on june 29 2022.
