Digital Public Services Switzerland strategy for 2024-2027
The Digital Public Services Switzerland strategy for 2024-2027 is a joint strategy of the Confederation, cantons, cities and communes and is aimed at all public services in Switzerland.
Objective
With the Digital Public Services Switzerland strategy for 2024-2027, the Confederation, cantons, cities and communes have jointly defined how the digital transformation of public services will be advanced in the federal context. The cooperative strategy defines which areas for action will be prioritised at all three federal levels and which joint strategic priorities are defined for 2024 to 2027.
Digital Public Services Switzerland strategy for 2024-2027: mission statement
The public, businesses and other stakeholders will be able to digitally interact with the public administration in an effective, transparent and secure manner. The federal, cantonal, city and communal administrations will provide end-to-end digital public services as part of a networked overall system.
Principles of digital public services
The public authorities are guided by common principles when jointly implementing the mission statement. These principles guide the digital transformation and the planning and implementation of corresponding measures. They form the basis for all coordinated action and the administrations see themselves as a networked holistic system.
The principles in the context of digital transformation provide a roadmap for implementation:
- User-centred and inclusive (easy interaction with the administration for all stakeholder groups)
- Digital first and digital only (administrative processes for the population are primarily designed to enable services to be provided digitally. Businesses and public services actively work to make services and processes fully digital)
- Interoperability and multiple use (solutions are designed to be interoperable and administrative data can be used multiple times (once-only principle))
- Security, trust and transparency (established standards and guidelines for data security are applied)
- Holistic approach and sustainability (services are developed in a socially, economically and ecologically sustainable manner)
Areas for action
The strategy defines which areas for action are prioritised at all three federal levels. The areas for action represent those with the greatest need for action with regard to the implementation of the digital public services' mission statement.

Joint strategic priorities
The strategy is aimed at networked, digital public services and defines the following strategic priorities that are to be achieved jointly within the strategy period:
- Jointly expand digital public services throughout Switzerland
- Implement one-stop government (end-to-end access to public services)
- Introduce a state e-ID
- Facilitate cloud-enabled government (cloud technologies for public authorities)
- Promote value-adding data use
- Act as a networked overall system
Strategy implementation
The strategy will be implemented jointly by the Confederation, cantons, cities and communes within the existing organisations and applicable areas of responsibility. The public authorities are guided by this strategy when defining their own strategies on the digital transformation of the public services.
The progress made in implementing the strategy is reported transparently to the Political and Operational Management Committees as part of an annual monitoring and controlling process.
